Sites

A physical site of the Velocity Interoperability Network is any building or room in which a member organisation houses equipment connected to the Network. Every site is registered with the Environment Department of the Velocity Interoperability Network and is assessed against the resilience standards below on registration and at intervals of no more than three years thereafter.

The standards describe outcomes rather than equipment. They say what a site must be able to withstand and for how long, and leave the choice of supplies, plant and construction to the member organisation. A site may meet the power standard with two independent supplies or with one supply and a generator; it may meet the cooling standard with any plant that holds the equipment within its operating range with one unit in reserve. What the Department assesses is whether the outcome is secured and whether the arrangements are tested.

The four standards

How a site is assessed

  1. Step 1: Registration

    The member organisation registers the site with the Department, stating its name and class, the equipment housed and the supplies serving it.

  2. Step 2: Self-assessment

    The organisation records how the site meets each of the four standards and submits the record with the registration.

  3. Step 3: Assessment by the Department

    The Department reviews the record and may inspect the site. Each standard is found to be met or not met.

  4. Step 4: Compliance date

    For any standard not met, the Department sets a date by which the site must comply and the organisation reports when it has done so.

  5. Step 5: Reassessment

    The site is reassessed at intervals of no more than three years, or sooner if its equipment or supplies change.

A site that does not meet a standard is given a date by which it must comply, and the status of every site is shown on the register of sites. An event at a site that calls upon or defeats one of the standards is a resilience incident and is reported under Incidents.
